if you rebalanced all of them sure maybe. it'd be a lot easier to do if more people had access to them
issues I see is if they're made too easy to attain through combat, people will forego other means of obtaining hiddens in favour of stepping out into the wild and getting into some trouble
it'll encourage violence much more which is already extremely prominent in the story. it feels iffy to me if all the progression in terms of character growth is solely put on dangering people and going on the occasional event for dev mats.
on the flip side, deving can suck at times especially when you're new, and don't have many connections with people to ask for help (or you're lazy like me)
i'd be in favour if there were other ways to obtain HTs as to not demotivate people from RPing outside of combat. some people don't want to constantly look out for fights or get ganked for the moment they step outside.
a system should be implemented where people are able to request them. admin opinion should still play a role in observing character growth but giving the player more options than journals takes away some of the burden
awarding them as incentives for creating cool IC threads could work. holding public events such as religious sermons or dealing with a surge of injured fighters after a war, etc. my brain too small
