It's (to my knowledge) unintended.

I'd honestly be fine with it being 15 cosmic power though

Three possible fixes:
1) Have it so that once limit break ends, the charge goes all the way down to 0% instead of going a bit below 100%
2) Change invigorate so that the initial tick when you just quick press the button doesn't give any charge. That way, if you want to charge up? You'll have to hold, even if for a little.
3) Alternatively, could set invigorate up so that the first ticks are small, but get progressively bigger as you keep on charging. Not sure what kind of formula to use for that, but i'm personally inclined for the Fibonacci Sequence for the geek factor.

the charge speed should probably be increased / add a 3s delay before it starts ticking down though

whirlpool is very difficult to bar vs armed or similar as you will very probably be outtraded for using it. even water whip doesn't let you safely mistform afterwards.

a very slight self-stun reduction to be safe when used with whip could improve its usefulness while still making it risky to use on its own.

The new Binding Chains update makes it really good, I love it.
Crushing Iron, on the other hand, feels like a lesser version of it at the present.

Possibly make it so that Crushing Iron applies a debuff that locks dashes for a few seconds? Something in line with Metal's approach of inhibiting movements.
Also,
Speed increase on Crushing Iron and Binding Chains, maybe!

The plan for this is to reduce the self-stun, and make the spinny whirl last longer on the enemy.

Might be worth looking at TK's stun time, believe it may be on the old stun refresh system or simply too long. Lasting longer than GCD, which for most other spells of similar type is not the case.

Megabuster currently is a signature that shares the same damage properties as Energy Beam.
This is unacceptable for something that needs to be applied for.
I think changing it from 3 SD to 3.5 SD would make it worth it, same with giving it a better sprite.
