Entering a City as an Enemy

I'd like to see some sort of flee rule edited, as well. There have been a ... lot of scenes in the last week where someone has caused some garbage in Osrona, and has been allowed to just book it from being quite literally surrounded by highly trained military personnel because they won a roll. I really, really do not think if you are in the center of town, literally kidnapping our queen, you should be afforded a flee roll.

maybe she wouldn't have been capped if she could've accounted for her opponent healing whilst being invincible behind 10 deadly blooms and 98 vines sporting a casual 36% DR

if you're in a city, you should get like -500 to your flee roll for running into citizens and slamming through children.

roll 1d20 and you get -(your result * 100) to your flee roll

children are unpredictable and you never know how many you might trip over or trample while absconding
