I'll work with Avee and Milly to map a sea-city if they get added.

Do a world event where they invade one of the Kingdoms. Make them have a cute king or queen. Actually I have a cute lore idea I am going to DM chance after I'm done messing with my animal crossing island...

Give water magi an intermediate spell 'Breath of the Ocean' that allows them to go into this city. I don't think basic, run of the mill water magi should have enough magical potential to go under water. Make it so that sirenians don't need this passive ability to enter water.

i feel like there should be a reason that the sirenians are just appearing for some reason. maybe a world event that draws attention to the sea. so it isn't out of left field. and the race should be limited big time. we don't want another literally everything that happened pre ts with the introduction of something new and shiny.

Make the place small, like Illberg's start. Let them build up from it. Maybe give them like one or two apped for leaders who arent really leaders they're more like roaming big bandit PCs like Penelope.
