E2 unless I'm misremembering. Spires had a fair number of characters who could just wander into settlements, box people, then flee if outnumbered for a bit then this ruling, or something very similar, came up.
Possible issues with Enemy Territory rullings.

That's kind of my point. As it is Flee in general feels like a vestigial holdover to a very different game. Just slapping rulings onto it feels... I dunno.
Like flee is very noninteractive and while flee/pursue contests are iconic-ish... I feel like there has to be a more interesting way to do flee.
