Four Leaf Clover is too rare to make this very useful thing worth making. It also makes it very sad that it isn't being sold anymore because the value of it is just not worth it. Removing the Four-Leaf Clover Aspect but replacing it with something like Saniskriti will give the reagent value because only two other recipes call for it. Following this, it should be half as effective with those with Adventurer passive so that it doesn't stack to crazy high numbers. Hell, it can be made so that it doesn't stack with adventurer at all and still be a good value for other classes.

No one has used it because Four-Leaf Clover is so rare. And seeing that it only gives a bonus to drop rate of drops being successful, it isn't doing much (unless there is more to it). Lowering the requirements will make this lucky thing find more use. Funny enough, this is only a T3 for alchemist.
