Part of the reason my interest in the game just kinda petered out is how combat tends to be snowball-y.
This change will make that even worse.
To explain what I mean by snowball-y:
Not good at verb? Well, then you get an injury making you even WORSE.
Now, with this system, you're effectively telling players who aren't good at verb:
"Hey, you want an actually GOOD ability? Either eat five perms, or go fuck yourself. Sure, there will theoretically be other ways for you to get those tokens, but let's face it, you either won't get them, or it will cost you roughly the same amount of perms received! Long term event chain? You can't verb, take your perms from the events. Voted by your faction? You can't verb, they have better people to vote for. Making a long term item? Gonna be REALLY hard to collect those ingredients. Direct admin reward? Good luck getting noticed."
