Rework/Buff Spirit

Having thoroughly tested this, this tooltip is incorrect.

What I don't know is what is intentional. I've been hearing mixed things, but right now after testing various Spirit levels:

Below 150, Spirit grants .017%~ DR per point.
Post 150, Spirit grants .14%~ DR per point.

Which are odd numbers, but it effectively sets you at just under 10% at 200 (and just above 2 at 150). If this is intentional, the tooltip is wrong. If the tooltip should be right, it's not factoring correctly.

We could effectively see for ourselves what spirit would be at 200 rpl, but going forward we have been given what chance said and at 200 being ~10% dr which is a lot for a stat you might only have to push ~50 points into compared to dumping 100 in agi when youre capped

I've been meaning to get to this and will be making changes today. I'm thinking:

100 Spirit:
- 10% Damage Reduction
- 10% Debuff Duration
+ 100 Mana

100 Agility:
+ 30% Critical Hit Rate
+ 15% Cooldown Reduction
+ Pursue / Flee

Oh this looks good. Specially the debuff duration. (Which was in E2 I think? I suggested it again but meh I don't check in as often)
