After 2 weeks of laziness I've finally worked out a writeup for an idea that was suggested on discord.

The basic premise is that questing hubs for small cash (newbie quests) should exist in several places across the map to encourage traffic in different factions' spheres of influence, rather than all the quests a newbie can do being concentrated in the bottom-left-most corner of the world map.
In my opinion the ideal is for there to be 3 low-gold quest hubs in a sort of triangular pattern around the map. Close to Achyon/Moxtli (the current one), close to Fireblood (foothills), and close to Osrona/Deepwoods/Reef (the southeast one). Each one would offer their local quest plus a turn-in for Stinnox Queen (or another regional monster, in the case of the southeast one).
Mouse's suggestion was a very good one with the Lupins, and I've picked a few places where a quest NPC could be placed there and elsewhere to increase the availability of quest zones.
This area below the Lupins in the western part of the foothills area is a great spot to have the NPC to collect rabbit's feet. It's remote from the main road like the southern hunter is, so it can be snuck in or attempted by non-Fireblood in wartime, but it would encourage people to go up higher into the mountains to get the reward at the Lupin area where they might encounter other players.
It might also work to have this questgiver look for Lightning Crystals from the local Magpawns, and to instead have the Lupin questgiver be put down by the Elemental Imbalance temple to encourage Reef, Osronans, and Starfall to go into the southeast part of the map more.
This area could also work as a second boar spawn in the Starfall/Osrona/Reef area that's not quite as close to the Deepwoods, if the Elemental Imbalance Temple seems like a bad place for a newbie quest. The southeastern hunter should ask for a different "boss" monster but be mutually exclusive with Stinnox, since inflation is bad but Stinnoxes don't spawn in the area. Maybe the fire guy in the Starfall/Osrona mines, since that's not used for anything at the moment.
