The scribes of various kingdoms publicize the revised Constitution of Esshar of 1742AC. Notably, it does away with the defensive pact and acts more of a lines of communication and trade between the various kingdoms, with a joint bank set up to fund mutually beneficial ventures.

Laws of the Coalition that all member states must abide:
- The sale and possession of the highly dangerous drug, Sylavanum, is outlawed. Its punishment should be appropriately severe.
- A minimum of five percent of tax revenue of Coalition kingdoms should be placed within a shared bank in Starfall, to fund expeditions and projects outside of Esshar. The profits from these ventures increase depending on input - If, for example, a kingdom provides an additional 20,000 gold coins, then they're entitled to a larger cut of the rewards.
- The worship and practice of witchcraft and all its variants are outlawed, and upon being proven as a blooded member of Elaide's Coven or any other Coven therein, each state of the Coalition will mark them as an outlaw to be captured and executed publicly.
Constitution of Esshar
1. The Signatory Kingdoms declare the formation of the Essharan Coalition to serve as a prosperous union of independent Kingdoms and a united front against outside attacks.
2. The Coalition's members may invite new Kingdoms or other such States through unanimous vote of the Council. Members may be expelled by majority vote so long as proof of violation of this pact can be presented of a satisfactory nature.
3. The Coalition represents an arbitrator for trade between the Kingdoms. Exchange of goods is tax free, fostering a working relationship between merchants.
4. The territory of Starfall tower will be ceded to the Coalition itself rather than any independent Kingdom, and used as a meeting ground for the Coalition, as well as the garrison for any joint military forces.
5. A member state may voluntarily exit the Coalition so long as they provide two years notice in advance of a formal withdrawal. This decision may be reversed at any point prior to the elapsing of the first year, after which the departing member must again acquire unanimous approval to rejoin should they so desire.
The Pact will last ten years before requiring renewal, and may be renewed with unanimous agreement from all members of the Coalition.
