After some testing, I found out that if you try to dash while rooted, you don't move, but the dash still goes on CD.
This, is most probably what causes root reliant builds to feel so oppressive. If you try to dash out of reflex? No dash, dash still goes on CD. Try to mash your way out? No dash, still gets on CD.
The only way to attempt dashing successfully after a root to avoid as much as possible from a possible combo, is by knowing the exact timing of the specific root that caught you, which gives the advantage to the root user. Not every root has the same duration, and even if they do? Not only would the one being rooted have to know the exact number, but also have to successfully gauge the amount of time that passes in a stressful situation, but also be required to time it just right.
Too soon? They were still rooted and put dash on CD. Too late? They get hit by the rest of the combo.
To resolve this, my suggestion is a simple one:
While being rooted, Dash can't go on CD. This can possibly be done by Dash being unusuable while rooted, making the risk of pressing dash too early while being rooted fade away.
This testing would not have been complete, without the help of a metal user sparing time for us to test this :)
