Discussions occurred, the state of decline despite many small and big attempts by the Kingdom of Fortune and Sovereign Saiya would not stop. From the lack of a standing military that had been in disrepair since the lost of the home Port, to the inability to recruit people to the open housing and lands it laid claim to. Overtime these claims of land, even before Saiya's reign, had been hardly enforced. From the negotiations to relinquish the island of Mina Solis, to the incursion of the Fel on two islands the Kingdom had sworn to stave invasions off from. The Kingdom of Fortune, unlike it's allies and neighbors, had only suffered losses, and did not recover from participating in the many wars with the Fel. A price paid for the honor of their agreements and people of Meranthe.

Reality could no longer be ignored, reduced to a rump state of it's previous territories and unwilling to dive into meaningless bloodshed over plots of land, the Sovereign had looked to the offer proposed by their neighbor and reliable friends in the Goldlight Order. Knight Commander Richter proposed the remaining territories of the Kingdom fall under a Protectorate of the Order. Backed by the trained military and tested honor of the Martyr's Vigil, the Kingdom of Fortune would benefit from it's remaining land staying safe from further incursion, pressures, and partitions agreed upon in unfortunate circumstance.

The provisions of this new status quo would see the Order's leader capable of the following:

• Swaying the political alignment of the Kingdom with other nations as to prevent contradictory motives.
  
• The Order would hold the right to retain and manage all military forces of the Kingdom should it grow to have one again, except for the Sovereign's Honorguard. 
  
• Policing and Law of the Land would become subject to change upon reasonable petition. These law changes will not apply restrictions of Kingdom leadership be they religious, military, or politically charged to allow them to conduct their duties.
  

The rights of this new status quo would see the Kingdom's leader capable of the following:

• Religious freedoms and determined by leadership in the Kingdom's territories.
  
• Economic and Trade liberties among individual and government entities for strong commerce.
  
• The ability to expand or cede territories falling under direct crown authority.
  
• The honored agreement to rescind the Protectorate Status should the original aims of the agreement fail to be met or a change in leadership in either party occurs from the original signers.

With the hope a brighter future may come of this decree, the formation of the Protectorate Domain is henceforth in place. An agreement established between the Sovereign of Fortune and Knight Commander of Goldlight.
