I get increasing phantom strike’s CD, but why Assault too? It only hits three times compared to phantom strikes’ 5.
My suggestion is to lower it back down to 20. Comparing the two it’s easy to see which is better

Assault does 3 hits for 5 spell damage each. Phantom does 4 strikes for 4 damage each. It's 15 vs 16, the difference is negligible.

if you get away fast enough from phantom only like 1-3 hits actually get in
