A pamphlet is distributed from the Black Order outpost in Theria, to various parts of the city. It's written in a fairly crude, but understandable hand.
It's clear the writer paid someone else to write it, and copy it a few times.
I may just be an average Therian - and I think myself as one even not being born here - but I know we need some proper laws before people get the wrong idea. We been coasting along for now but people get confused easy and its too easy for people to revert to brute force mob rule. We don't want that. We're more civilized.
So I propose a set of Commonsense Laws that the company leaders can argue about and agree on and that I think are simple enough for everyone to understand and that can endure no matter who's in charge.
1. Minor crimes should be dealt with lightly. The chief tool of punishment for all minor crimes is a fine, payable in equal distribution to the rulers immediately on judgement. Crimes should be investigated by a citizen's defense order such as the Ardent Shields or the Black Order. If the criminal can't pay the fine, they must work off their debt; if they skip the work, they are exiled.
Most thefts are minor crimes.
2. Major crimes are dealt with harshly, but depend on severity. The death penalty has been abolished in Theria for centuries and it should stay that way. Enslavement of others, murder, or being an enemy of the state is dealt with by increasingly harsher penalties, up to permanent exile. If an exile is found within city limits they can be dealt with as anyone sees fit.

3. If you harm the heart of Theria, expect only justice. Only the most severe crime are considered possible exceptions to the use of capital punishment, and must be unanimous among all leadership. These include sabotage, such as permanently damaging the blackstone gate, or mass murder.
4. Everyone must have a voice. Leadership should be given to those with broad appeal among different segments of the population.
5. We will abide no dictators. There must be at least four warlords; if the number drops below that due to retirement or death, more must be chosen as soon as possible.
That's about the important stuff right? If this stuff is already being debated, well, I hope this helps.
