To All Interested Parties
In our effort to make Esshar a better place for all, we have realized that this can not be achieved while those who slaughter and maim indiscriminately are allowed to roam. Sir Crimson, the dullahan, and those who enact his will care not whom they hurt nor why, they roam the lands slaughtering and capturing innocents. 

We at LAAA take IMMENSE care in ensuring the validity and reasonability of our claims when we make calls like this, EXTENSIVE research into the dullahan's operations and plans as well as their offenses to various groups of interests. 

We do not think much is necessary to convince you all of the guilt of a dullahan that has harmed those of your own, but Taipan has also managed to uncover that this dullahan is also a fleshcrafter, fully willing to rend the flesh of the living in a twisted desire to restore his own body. We need not inform you of the import of acting immediately. We hope to cooperate in the capture of this dullahan, however we humbly request the handling and execution be handled by LAAA. His crimes are legion, but through Taipan's contracts, he can lessen the pain the dullahan caused on those he has hurt as well as garauntee a fair execution recognized by the force and will of justice. 

It is also currently believed this dullahan has sights set on the remnants of Elysia/New Tannen. Mad with power, he is likely to attempt to usurp current leadership. We urge all citizenry to avoid him unless they believe themselves capable of taking him down. 

Remember, you will not be rewarded for capture of the dullahan unless he is delivered to LAAA, ALIVE AND SAFELY RESTRAINED.

COMBAT INFORMATION
The dullahan is an incredibly powerful foe, and at risk to his own life, Taipan has acquired an extensive knowledge of his combat abilities to offer to all interested bounty hunters and deliverers of justice

Sir Crimson: The dullahan is not to be trifled with, a master of blood and bone magic, he is capable of TREMENDOUS HEALING through the pain inflicted on him. It is NOT ADVISED to engage him unless you have a reliable method to disable that healing. Additionally IT SEEMS IMPOSSIBLE TO DISABLE them. Taipan Lewra's magic specializes in disabling and stopping the opponent in their tracks, however at no point in various fights did any of that seem to have an effect on the dullahan. KEEP THIS INFORMATION IN MIND SHOULD YOU CHOOSE TO PURSUE.

First Vanirhallan
(The one with the physical description of Vesemir): The two Vanirhallans have not been studied as extensively, it is only known that this one uses a blade and poison magic. They are not on the same level of danger as the dullahan as far as we are aware.

Second Vanirhallan (The one with the physical description of Kharon): We do not have knowledge on the combat capabilities of this Vanirhallan as of yet. 

we take no joy in this, it is only the deliverance of justice and the preservation of civilization that we pursue.

Knock not on the door of justice, for it may answer.
We at LAAA are sad to report an act of terrorism. An attempt on the quillbearer's own life. Though he simply resided in his office, his place of work and residence... rather than seek to parlay, the dullahan sent a Nethradin to do his bidding. To violate The Network's guidelines on neutrality to attempt to assassinate him. 

The Nethradin broke into the Waystone, and knocked on his door. When Taipan Lewra answered, it tried to implant an influence into his mind to lure him away from safety. Though the quillbearer prides himself on a mind capable of resisting outside influences... to have it placed directly by a Nethradin had him unable to resist.
However! All was not lost! Our courageous quillbearer prepared for this eventuality and managed to escape, he thought this would be the end of it, but no. The Nethradin, along with the two Vanirhallans the bounty demands attacked the waystone, permanently injuring a business associate that simply happened to be there. 
Is this all? No. They continue to attempt to take the quillbearer's life. The Nethradin chased him in the wilderness, and the Vanirhallan that claims to be the champion of a blood god (The one bearing the description of Vesemir) attacked him in the Osronan plaza in broad daylight. 
Truly terrifying stuff, so terrifying in fact that Taipan Lewra wishes to address you all directly. 
We've reached comical levels of inadequacy.

I do not need to tell everyone how vile it is that the dullahan's servants yet roam free. Attempting assassinations on my in my own office, breaking the network's demands for neutrality, threatening to KILL the child in my care to my face, out loud in the MIDDLE of the Osronan plaza then simply ATTACKING me for calling him a...liar afterwards?

First I must address Osrona, the dullahan's servant quite literally walks your plaza, is accosted by a squire (whom his master demanded his head, mind you), proclaims to be the champion of a BLOOD GOD in the middle of your streets, he threatens to kill a child of Osrona that is in my care... the daughter of Myrine... the one who gave her life for one of your own... then attacks the cripple for calling him a... liar.

and you all thought to simply let him go? One sole squire attempted to intercept his attack, but moments later the servant of the dullahan casually walked to the waystone and purchased a levitation potion immediately after. 

This is in the plaza of your shimmering city, onlookers simply treated it as 'typical shenanigans' and discussed armor fitting. Myrios Ven Pelluaux caught me announcing his crimes, so I assumed I left him in capable hands... Had I not been able to escape, he would have tried to take my life. You all did not even hold him for questioning.

The goal of this is not to besmirch your honor, but to point out clear inadequacies. I humbly request these Vanirhallans not be allowed to wander your walls so freely when they stand against everything they claim to protect. Their crimes are not simply against me, they are against all of you as well. If you require proof or corroboration then seek me out, as a lawyer keeping track of evidence is my specialty. 


As for the bounty hunters.
Some alterations are being made to the bounty board. Currently, I want every bounty to be delivered alive. The two Vanirhallans included. 

Additionally, the Vanirhallan that claims to be Kark's champion
(Vesemir) has his bounty elevated to 15k, and two commissions instead of one. 

There is also now a bounty on the Nethradin. Specifically the one with the incredibly long limbs and black body
(The description provided matches Hush's) 10k as well, and one free commission as for the other Vanirhallan. 

The absurdity of their attempts is reaching comical levels, let this be the last suicide attempt on my life they actually get away with. If this is not handled, I will arrange a team myself to take care of things, once that is done you will lose your opportunity at claiming the bounty.

(Metaphysical shenanigans have caused a time paradox and as such this update finds itself back on the bounty board after falling into the timestream.)
CONCLUSION
We at LAAA are happy to present you all with some good news, it would seem the dullahan's merry band is splintering... and as far as we are aware, the dullahan is slain. 

An update on all those we had placed bounties on is provided for your convenience:

Sir Crimson: The fearsome dullahan is believed to have been slain a squire that he has been hunting. According to the squire, Sir Crimson was seen dead or dying after having been delivered a mortal blow. As the bounty required him to be brought in alive, and as there was no body for us to verify the death, the bounty remains incomplete. Despite this, as we believe that if the dullahan survived they are no longer an insurmountable threat, the bounty is removed.

The Vanirhallans: An Osronan has supposedly adopted the vanirhallan that claims to be the champion of Kark. Despite their crimes, the parent claims they are working to move them onto the right path. We at LAAA do not seek punishment for punishment's sake, anyone that wishes to walk a better path should be given the opportunity to do so, regardless of their disposition. The other vanirhallan has not been spotted since their initial aggressions, and so we do not believe them to be a threat. We hope these two truly attempt a change in their life, with better guidance than the dullahan could provide. Both their bounties are removed.

The Nethradin: A captured Nethradin is still likely to fetch a hefty sum for scholarly research. In regards to the specific Nethradin that attacked the quillbearer however, now that it has lost its support circle... we no longer believe it to be a substantial threat. Remain vigilant, but as of this moment the bounty is removed. 

Extrajudicial killings are not to be rewarded, and so please keep in mind that the death of any of those whom had bounties on their head will not be rewarded. This also applies to when bounties are active, if people are wanted alive we do not reward for their death UNLESS their death was unavoidable without significant risk to your own life or their evasion of capture. 

Despite some not being brought to face justice, we are please that justice has managed to seek them out in our stead. Whether it be by the end of a sword, or the beginning of a new path. A safer and more civil Esshar is all we wish to achieve. If you have information on those that had bounties placed on them that you feel is of import, you will be rewarded for sharing it with Taipan Lewra.
