After years of deliberation, discussion, and sleepless nights, the first wave of the reforms is brought to the public. The first wave primarily deals with reforms involving governance and changes within the structure of the Monarchy itself, making it largely irrelevant to the everyday lives of subjects. The reforms were posted around the city, with explanations penned by the Queen herself.
Of note is a slight change to the incoming Ministry system but it is likely of little to no consequence to all but the most litigious of legal scholars.

The repeal of the Treaty of Hessalia

Quote:The sin of rhoynish slavery has hung over the history of Osrona for too long. While this is hardly redemption for the initial mistake, they shall not be treated as chattel, and anyone found to be treating the rhoynish people in this way shall face the full judgement of the Crown.

The Establishment of the title "rin"

Quote:To differentiate between the two family lines of the Petrakis, those of the lineage of Arista Petrakis’ will adopt the title of rin. Those of Eisele Petrakis’ line will keep the title ras. The reigning monarch will keep the title rei.

The heir selection system

Quote:To better serve Osrona, the following procedure has been put in place to keep the line of succession as clear as possible.

-First, the reigning monarch chooses their heir. That heir must be chosen from those with the Petrakis name. Everything following is contingencies and clarifications on this policy.
-The Monarch may also select a regent, to serve in case of untimely death of the Monarch before the heir reaches the age of eighteen.
-If no regent has been appointed, and the heir is not of sufficient age, then the title of regent passes to any pre-existing Monarch, beginning at most recently abdicated monarch. A monarch who was removed forcefully from the throne may not bear the title of regent.
-If all of the above systems fail, then the next Monarch is the eldest child of the last reigning one. Barring even that scenario, it passes to the eldest child of the Petrakis name.

The Ministry System

Quote:To provide more voices within the leadership, from a more diverse background, the reigning Monarch may appoint up to three Ministers. Ministers are advisors to the crown, who answer only to the throne. Additionally, each one is given a purview in which they are permitted to wield the authority of the throne.

There are no set Ministry titles, instead a Ministry is given its purview on its creation, by the Monarch. It may later be dissolved should its purpose be fulfilled, or if there are more pressing needs that require a Ministry.

Anyone from within Osrona may be appointed to be a Minister. Preference should be given to those not of noble lineage, but a Noble may hold a ministry in the case of exemplary service.

The Crown’s Guard

Quote:At the request and initiative of Eisele ras Petrakis, Crown Princess and heir to the throne, there will be a small and elite cadre of soldiers who serve directly under the behest of the Crown. A group of five, with one of their number the leader, holding the title of Champion. They will swear a unique oath, to serve the crown directly. They will be held to a higher standard, and should they break their oath, will face capital punishment for their crimes.

The Advisory Council

Quote:Modelled after the Council system that governed Osrona for many years, we wish to distill the best parts of that system, without letting it fall into the same malaise that it once held.

The Council will consist of the Lightbearer, the Stellus, the Three Ministers, the Champion, and the Heir. They will meet on the most crucial matters of the time, to debate and converse, and finally to advise the Crown. Each position of course holds its own purview in which they can make choices, to ease the burden the Crown must bear, but ultimately, the Ruling Monarch will have the final say on any matters.

The current Advisory Council is as follows.
Lightbearer - Angelo ven Pelleaux
Stellus - Ithiel akh Arthesio
Minister of the Chorus - Melody lux Vel Kruger
Minster of Social Balance - Laila
Minister of Research - Andrial
Champion - Ael Gelmont
Heir - Eisele ras Petrakis

With these in place, the first wave of reforms is concluded. The rumor mill abounds with a second wave in the works, involving the empowerment of the Church, and a codification of guidelines for the Second Dawn.

With the reign of the Crownless Queen meeting its end, the promised second wave of reforms is finally delivered. These reforms having a larger impact on the population at large, although again, for the vast majority of citizens they would mean little. Below detail the re-empowering of the church, some clearly stated expectations for each rank within the Order, and a clarification on the time and usage of trials.
Expanding the authority of the Faith.
Quote:"The Keepers and Priests of the Faith may arrest those suspected of practicing Occultic Magic or Witchcraft, for the purposes detailed below.


-Practitioners of the Occult are to be purified of its influence if possible. After the corruption has been removed from their mana circuitry, they are to be handed over to the Second Dawn, to be detained for the practice of forbidden magics. The Stellus should be informed, as well as the ruling Monarch.

-Practitioners of Witchcraft are to be handled exceedingly carefully, and it is advised any attempts to bring in a known Witch be done with a group. Once in custody, there is no known remedy. The Stellus and ruling Monarch should be contacted as soon as possible, for final authorization to execute.

-In a case of a dire emergency, a field execution may be performed, but the act will be scrutinized heavily after the fact.


Excommunication from the Faith remains the sole purview of the Stellus, however, any additional punishments used alongside it, such as exile or similar fates, must be discussed with and authorized by the Monarch."

The Guidelines of the Second Dawn
Quote:"Due to many members of the second dawn seeming confused as to their purview, the following is a brief list of actions they may take at their ranks, and suggested courses of action.


-Cadets: Cadets have little to no authority as they are in training. It is advised they accompany knights or others of rank, to observe and learn from them.
-Knights: Knights have the authority to arrest those who’ve broken the law, either by attacking the citizens, destruction of property, or other such offenses that cause harm to the people and city of Osrona. [i]They do not need to wait for the authority of a higher rank to perform an arrest on someone clearly and obviously breaking the law in front of them.[/i]
-Exarchs: Exarchs can lead small squadrons, take initiative in leading patrols for the express purpose of hunting down those who’ve broken the law, and should monitor for any flaws in the order that should be elevated to Radiants or the Lightbearer for amelioration.
-Radiants: Radiants have a broader authority to detain suspects, to lead larger groups of knights after priority enemies, and to act as a commander in the field, in lieu of a higher ranking authority figure.
-Lightbearer: The Lightbearer is the leader of the entirety of the Second Dawn, and has duties ranging from administrative purposes, coordinating with the Advisory Council and the Monarch, to leading the Dawn in the field against the enemies of the Shimmering City.

The duties of the Crown Guard and the Second Dawn may at times intersect each other, however, the Crown Guard’s primary purpose is the protection of the Royal Families and the Crown. The Second Dawn is tasked with protecting Osrona and its people at large

In light of recent years, one additional guideline has been put into place.


What rank, and when, should I bring a matter to the Monarch personally?
-Traditionally, such matters should be elevated through the chain of command, to the Lightbearer, who will decide whether it warrants the attention of the Monarch. In emergency situations, the chain of command can be bypassed, but should this rule be disrespected, the Monarch may recommend you for demotion, or removal from the Order. Be very certain of your actions should you choose to take it to the crown directly."

Trials
Quote:"Trials are performed for accused, when crimes are numerous or subject to extreme contextual complications. They are not a guarantee for everyone who has broken the law. Instead, the Monarch may choose to give a summary sentencing in cases where the crime and accused are simple enough to judge in short order."

With these final reformations in place, the pen of the Crownless Queen has been laid to rest.
