Give Energy Beam a less cooldown, oppose to Nova Ray. It just seems unfair, the only difference between the two, is that Nova Ray does .5 more damage, which automatically makes it better in comparison. Either that, or something else, I'm sure the team can think of something.

You're forgetting energy beam does more damage below 50%. (I believe a whole 4 dmg)
Buffing it more would remove any reason for getting Nova ray even as a cosmic.

Edit: I understand that with Blue Shroud it would get a boost if the user was below 50% HP, though those not using it? Guess don't get the beam, gaze at the stars instead!
