The decimation of Novus reaches the Major-Domo of Promethea swiftly enough, and it is not long before he makes his public reply.

The city of Promethea is glad to accept new citizens within our walls. Novus has been destroyed, and already fine Novitiates like Aldwyn have found their way here. There will be no eastern effort to restore a destroyed city ravaged by pandemonium; those who wish to live behind safer walls and sturdier industry may find their home within the bastion of dark progress.

The timeless machine had spoken. All those of Novus displaced by the tragedy are welcome to come find homes and service within the border city of the east, but there will not be efforts made to restore the old city. 

Of course, if you're determined to squat on that scrap heap, there's plenty of tents in the Dreadwoods assuredly. You'll feel right at home.
