So, this is totally motivated by my current character being an avid historian, but bookshelves. They exist, and so does at least part of the submit/browse functionality they had in E1, which can be observed by clicking upon them.
My suggestion is simple: Fix up the code and make Bookshelves browsable again. Make books a part of the Items apps, and let people apply to have books added to the game. Turn the bookshelves into a way of actually obtaining in-game information, so it can sort of serve as an in-universe wiki that characters can add too as the game progresses.
Make books apps be required to follow a specific set of guidelines (that the information within be either official canon, ingame canon -ie a historical record of the year 1667-, or content that doesn't directly contradict canon; ie. having a book on a certain way to cast magic that worked for a select group of people/doesn't say that only that way is right, etc.
I just think it could be nifty.
