I will say from experience that Lightspeed should have a brief windup with a tell, not be an instant "I stun you now that I'm here from across the RPB". If it gets a wind up and a visual effect to tell you they're popping it? Then it's fine with a 16s or so cooldown. But uhh...
Scattered Lights is not worth having on your bar as shitty as it is at dealing any damage at this point. Take Tackle instead (it's FREE). You'll be happier with the raw overall damage increase you'll see.
