Honestly, Lightspeed for 20 is a pretty shitty spell. My only complaint about it is that it has no visual indicator and has some graphical bugs whenever it happens. Maybe give it a cool trail as it teleports? Like a rushing trail of afterimages, I dunno.
Scattering lights is pretty powerful. It basically forces using an immunity or you take a bunch of damage, especially with the block nerfs. Force the user to root while all the projectiles are shot out. The root shouldn't last longer than 1s or so, but that's to at least give the opponent a chance to do something about the homing projectiles. Also, it'd look cooler, I dunno.
As for Prism Beam? I've actually never seen it used, so I'm indifferent.
