Personally, I think you are looking at Nethradin in the wrong way.
All of the monster races are meant to be antagonistic characters that provide the game world with some conflict that isn't just endless repetitive WAR.
Nethradin in particular have a very special dynamic of being creatures from Hel itself. Tied closely to the Dark Lord and in turn, witchcraft in general. As has been mentioned already monster characters aren't really meant to act as a single faction, not even the ones from the Shadowmire. They were meant to provide focused, personal villain characters for other PCs that are a part of the regular player base. I think a lot of people have made the mistake of looking at these monster characters and assuming that they were designed to be like any other human, drakanite or beastkin PC, when they just aren't.
Nethradin in particular probably shouldn't be focusing on personal power as much as the power of the characters around them. They are uniquely capable from their IC to be able to easily empower and streamline their development towards the Occult and towards Hel. I believe you would find more enjoyment out of playing them as more of a supporting role, then a direct antagonistic role.
