No. Terrible idea. Why? Typhoon has better tracking than Tornados and ticks the same as Tornados. Raising the damage would only cause them to just be an even worse Tornados(In a dangerously good way. 2.5/3 spell damage? DELETED). Wellspring isn't a burst/damage tree either. It's a support/sustain tree and doesn't need damage at all.
What needs to be really changed for Typhoon is the sound effect. I love hearing someone annoyingly blow into my ear.
