Will need more information for the above. Where will it be built? As is, you'll likely need permission from Osrona & to act as a vassal state if you want to be able to build within their lands. 'Neutrality' doesn't go over too well considering the current state of the world.
The map will also need to undergo heavy scrutiny as we're tight on space.
