Transitioning away from ability apps

I think the Standout Character thing is a bit... Eh? Only due to the fact that Commendation is something I forget to use often, and even so, I believe that it would make characters that are less known but still very cool fly under the radar. 

Start using it then.
Right now we get a good flow of commends & I think it'll only increase with this system, so, I don't see that as a problem.

& all it takes is for someone to have 1 commend to potentially be chosen for standout, in the end it's hard to fly under the radar unless you're well...not standout. That's just how it is sometimes.
