On some levels I think it is alright, but on others not so much. The issue of faction related stuff for example is a bit tricky when it comes to factionless players or beasts for example.
There is also the small but distinct issue when it comes to non-combat characters now requiring a certain level of dangers to get more fluff oriented abilities. I get it, 5 dangers is like the minimum people go for to get mastery tokens even on a non-combat character but I feel tieing it directly to combat is keeping that small crowd off of simpler support abilities like wayfinding or mentoring.
Overall, yes. I think it is a good idea but a certain level of leniancy and refinement should be done first.
