Add options to resize the hotbar and attached UI elements. 

On my monitor the hotbar is this tiny thing with barely visible buttons, making it difficult to see cooldowns, as well as actually use the various buttons for things.

This is 100% non-trivial. I could probably make the hotbar bigger, but doing so for all UI would be near impossible.
