The wealthy alchemical institute known as Dreamline is for sale. Owner Mariaan cites retirement among other concerns, and can no longer 'be bothered with all these lame requests'. You are free to speak to her in person if you need custom potions.

- Rights to all recipes Dreamline sold, including the famous Dreamline Bomb!

Most alchemists would clearly recognize that the main value of the property came from the bomb recipe. Owning it will give you the rights to redistribute or monopolize it as you wish (though Mariaan has no intention to stop making them if she so pleases).
