Spirited away on the fuzzy bellies of Bats, a letter would arrive to most all major cities by the dozens,
Doing their best to attach themselves with their little claws onto the major billboards
and posts. If there were people walking about, they might simply move to them, first, to show
the gently-rolled paper they each had wrapped around themselves with leather cords. 

 

At first glance, without desire to read too further into it, it seems to be a simple invitation to a Ball on Blood Rose.

For those who wish to read closer...

The moment the little things passed along their messages, they would
once again fly off, into the moonlight above,
past the clouds, and towards a very certain island,
to the south/east portion of the sea.
