Buff Bluesteel armor a tad, or nerf Leather Armor.

Bluesteel takes 150 RPL for the chestplate, and gives +3 Vit, +10 Agi/Crit, and has +10 Weight.

Leather takes 100 RPL for the chestplate, gives +20 Agi/Crit with no weight. I'd say that +10 agi/crit is easily worth more than +3 vit, and the resources to make leather are CONSIDERABLY more common.

Considering this, I think blue steel should have more vit while keeping leather armor as is. I like having a varied kit and it would make for interesting uniques.
