There are tons of kids from Achyon at the Academy!

Yes, there are. And most of them act like kids. But Zeno was shown to be observant and easy to anger, maybe even possible signs of sylvanum addiction- and Achyon uses that stuff on their child-soldiers right? Look at it! It's right in my face even. He's been an Achyon plant the entire time.

It was a Pardon, and a call back to their planted agent. Think of the verbiage used!

Furthermore, Zeno is ordered to report to a figure of Achyonan authority where he may be questioned.

It was all apart of the plan to oppress the local Razuka population.
Accuse Peppy of Witchcraft, have Zeno kill her, smear her name.
Smear the Razuka name.
Quiet the rats, treat them like mice.
