I think also the 'list of requirements' doesn't have to be super strict, like if someone has 2 commends rather than 3 f.ex, or they're not a ranked faction member and make up for it in other ways. They can make early requests / explain a unique situation (but can also be told no).
Mostly it's tough for staff to judge/review so many details, and having a checklist instead of figuring out whether or not someone's 'development' is good enough (without super knowing the character) is difficult, and being able to say 'no, you do not meet these requirements' is much easier. They should be able to reserve the right to step in if a character has multiple reprimands of course, on the flipside.
Less pressure on players as well of course since you're not having to appeal to a third party/trying to convince them. Your overall activity, longevity and the building story, and what others think is the progress meter. Anyone who actively plays this game is doing so with a big energy commitment and I think the level of writing/storytelling is higher on average, so we probably don't need to be elitist when processing the end-of-mile progression.
Though there is a place for 'bias', that's when a beloved character becomes a naysient primordial, or crafts a Wonder that changes the world, or leads the way towards a world arc, etc etc. Selectivity and highlighting excellence is good, and that's where Mythics should shine.
