All the command did was show you when you could stop RPing. People would spam it after every single redtext, go "oh i haven't qualified yet" and keep RPing.. or they'd see that they've hit their check and go "ok haha time to stop rping". This is clearly not healthy in a roleplaying game, even moreso when you get the 'you can't gain any more RPP today!' notification. Obviously we don't expect people to just go hard and redtext walls time and time again for nothing, but all the command did was encourage people to stop RPing after being rewarded.
Your entire argument is "well, if the system is in place, of course people are going to try and get the most of their rewards!", and cool, congratulations, but that's LITERALLY MISSING THE ENTIRE POINT OF THIS /ROLE PLAYING/ VIDEO GAME. You're meant to tell a story and interact with others, not mindlessly spam redtexts on the timer that you have "gamed" to figure out exactly how it works to get the most out of your checks.
Not having /rpp is healthier for the game overall, it encourages people to actually roleplay and not just grind aimlessly towards getting the "you have qualified!" message, and it's never coming back.
It was a bad system that was abused and only mattered so people could see when they could STOP rping. That's it. That's the entire command. And people used it like it was a miracle drug that they couldn't get enough of, religiously, over and over again.
Stop bringing this up. I hate it. Keep /rpp dead and fucking buried.
