When /rpp was on, I've seen people preferred to use red text for every action and comment to try and reach the next rpp check, and only then would start roleplaying normally.
The issue is, that sometimes those red texts were more forced than anything else, used even in scenes where they weren't as needed, and could cause delays in the roleplay as people try to pad out their emotes rather than focusing on the scene.
The quota isn't an issue and neither is checking to see if you hit it or not. It encourages people to rp, a system that encourages rp by giving skills because of it shouldn't make you feel "forced to rp" that's your problem at that point and not the system's.
